2 | General Business | Amalgamation of Committees – HBCC & HBCT
Discussion on fors / against reasons for having only one committee were aired. Committees to discuss a decision to stay as two identities but to consider the option to have individual proposed sub committees coming under the community committee structure as opposed to the Trust’s. It would sit comfortably within Council’s current community committee policy as the Himatangi Beach Community Committee is an informal advisory body. Very important to keep the Trust as a legal identity and our main funding source. Ways to encourage more residents to participate in community discussed. Village Entranceway Signage Design being re-assesssed at Engineers as change of material required. Shall be stronger. Base may be built first. Vehicle count in village Taking place during month of July. Shall have figures shortly after completed. HB Patrol Garage Query re cost of Lease for garage site. Patrol being charged $100 monthly instead of $100 per annum. Information being collated so plans can be produced and building can commence. Volunteers will pour slab once plans approved. |

2.2 | Finances | Incorrect figures on Agenda.Correct ones with deductions are as follows:
Community Projects Fund 2018/19 Community allowance from MDC = $3,000. to be added to projects. All balances for following projects have been rolled over into 2018/19 year. Thanks to MDC councillors for allowing this. Totals for 2017/2018 projects include: BBQ Area Project 2017/18 BBQ Project = $7,620.00 plus $200 donated by Rongotea Lions (in Trust a/c) The HB Press has pledged $100 for BBQ project Entraceway Design 2017/18 balance = $12,000 less accounts paid for 1) Open Day $64.50 and 2) Structural Engineers $1,800.00. Balance $10,135.50 Information Board $3,000.00 aside for this project. The Community Committee has been advised that they can set up their own bank account – other committees in the district have done this. To be undertaken. |

2.2 | Community Plan Subcommittee Reports | BBQ area for Park
Thank you to Central Energy Trust for their $14,310.00 funding towards the double BBQ and lighting in the area by tennis court and BBQ’s.This now allows us to move forward with this project and complete in time for summer. |

3 | Council Matters | ||
3.1 | Councillor Update

Mayor Worboys reported:
· The Long Term Plan has been adopted and letters shall be out soon. · Councillors met with key agencies in the area to discuss topics relating to proposed development in the Manawatu area that may affect us in future. Items include 1) Increase in population and effect on housing, 2) Gorge Project, 3) Rail, 4) Singapore project, and 5) Contamination at Ohakea. · Re Community Awards – will be advised soon if nominees sucessful. Ceremony held in September. Janine Hawthorne advised that, in answer to our LTP submission the council has allowed the following. · 2018/2019 $10,000.00 towards tennis court · 2021/2022 $25,000.00 for tennis court · The Patrol received $3000 for operating costs. The community is very appreciative for this assistance from the Council. Mayor Helen advised that they are happy to be able to assist the committees who are actively working for the betterment of the region. Both the council and the community committee are happy with our working relationship. Thanks to Janine for her valuable advice regarding amalgamation of our local committees. Much appreciated. Requests made to Council Recycling area – Can we please know how often the bins are emptied and one which week day. – When are speed limit signs on the beach being changed? – Why was water cut off in TeKiri Street without notification? – How often are Higgins supposed to clear sand from town?

3.2 | Other Matters | Change of meeting day.
Discussion held and the committee will investigate the possibility of changing to the third Wednesday of each month. Same time and place. Horses – Parking and excrement. Locals not happy with deposits left on roads and in gardens. Solutions discussed. A friendly community flyer left on windscreen? Need to address cameras in village Sign to be erected advising that “we are watching”. Passing Lane on Rangiotu Road Need for a passing lane for motorists travelling between SH1 crossroad and Opiki turnoff. A busy road at peak times with trucks, campers etc often preventing safe passing. Wylies Road is narrow and unsuitable for the amout of traffic using it now. Large trucks frequent the area and on the Manawatu end, no centre lines on a narrow road = unsafe. Horowhenua end has been widened and is safer.
